From June 26 until July 11 Best Buy is preselling a Windows 7 Home Premium upgrade package for $49.99 and a Windows 7 Professional upgrade package for $99.99.
Normally they would cost 50-60% more

Free Upgrade if you buy Windows Vista (Starting: June 26)
Starting on June 26, Best Buy will give you a free Windows 7 Upgrade if you buy a PC with Windows Vista pre-installed:
TIP: During the summer months you should do an upgrade to Vista, because upgrading to Windows 7 will be fast and totally hassle-free then. An upgrade from XP to Windows 7 will take longer.

Windows 7 Download
According to Microsoft, there will be a download for international customers. GA (General Availability) in the USA is the 22 October 2009. If you want to buy a Windows 7 DVD international customers will have to wait a bit longer. GA for Europe will be posted here as soon as possible.
Buy Windows 7 Ultimate Edition
Windows 7 Ultimate will include all features and will also be known as Windows 7 Enterprise.
Why should I buy Windows 7 Ultimate? BitLocker disk encryption is one of the features that only the Ultimate version will have. Microsoft will probably add other smaller features like “Animated Desktop Backgrounds”, “Mini-Games like Tinker” and tons of other Ultimate-only features.
Buy Windows 7 Upgrade:
You will be able to take advantage of the Windows 7 Upgrade Option Program soon. Many retailers and OEMs will offer a special deal to upgrade to Windows 7 for customers purchasing a qualifying PC.
